How did you control the environment for this cellar?

I am a builder and have done one previous cellar. I can never get a straight answer from people in my area on how to control the right/proper environment for wine. I noticed the box on upper left of picture and I'm assuming you have system to control temp and humidity in the room. Any help would be great. Thanks much, Matt Boileau
