Garner Roofing has done work for us on several occasions. Back in Jan. 2015 we had one side of a roof replaced and our gutters and downspouts replaced. We received several estimates. No one could beat their price. I was very satisfied with the promptness and excellent customer service we received. They did an excellent job. We were so satisfied that we used them again this year in May and also in August for work we needed to have done at another address. We had the gutters and downspouts replaced as well as a section of a roof replaced and the chimney repaired. I would definitely use their service again and refer them to anyone. Mr. Garner is truly a professional. If you have any questions or concerns he will deal with you personally.

My roof needed repairs and I spoke with a several roofing contractors who recommended a roof replacement. Garner Roofing came out and let me know that it wasn't necessary at the time (which was a big relief, as I wasn't financially able to do that at this time). I felt like Dave didn't look at my house as dollar signs and that he really cares about me and my wallet, and won't try to sell a replacement roof unless it is 100% necessary. I found Dave as well as the roofer who did my repairs to be very professional and trustworthy. When my roof or siding need replacing, I will definitely use Garner Roofing again. I would recommend to anyone in the market for roofing services in Baltimore or Harford County!

I am a very unhappy customer of Garner Roofing. Garner Roofing was hired to repair water-damaged areas of my back porch roofing. But they did not remove all the water-damaged areas which we identified and discussed well before the contract and the job commenced. They also did not follow manufacturer's guidelines for installing water proofing materials - which I discussed with everyone I came into contact with at Garner Roofing prior to the job commencing. Sales reps Mike and Kenny came to my home to assess the water damage before the contract was drawn up. I gave them a clear view of the underside of the two damaged porch areas (on north and south sides of porch) and a clear view into the eaves where there was more damage by providing a step stool and a flashlight so they could see the damaged fascia board from inside the porch. I stated clearly to Mike and Kenny that I wanted the damaged fascia board to be replaced as well as the damaged sheathing wood underneath the shingles. I pointed to these areas as I spoke about them with a flashlight to be as clear to them as possible. Over the course of the next month, Dave Garner and I had an email conversation which led to a roofing proposal submitted and agreed upon with a couple minor alterations regarding the proper shingle color supplied and the wait time for work to begin. I mailed the required deposit. When the work began the two-member repair team arrived at 10am. I explained the job the same way I did for the two salespeople a month earlier. Then I spent a while watching them work. One worker was on top the roof removing roof material and the other worker was standing on the porch beneath guiding his work. Once some of the shingle and roof decking material was removed from above, both workers could see through the opening and talk with each other as they examined the damaged area. Then one worker went to the south side of the porch to begin repairs there. At that point I went inside the house and occasionally looked through the window to watch their progress. At 12noon I saw the two workers leaving. They did not tell me they were going. And they did not give me any opportunity to look at their repair work before they left. Because of my work schedule, I did not have an opportunity to examine their work in daylight until a few days later. It was at that time I noticed the damaged fascia board still remaining on the north repair area. I got a ladder and looked underneath the shingles on both north and south repair areas to find that the Ice & Water shield (used as the key waterproofing application) was not applied according to guidelines and therefore would not provide a water seal to prevent more water damage into the fascia & sheathing. The owner, Dave Garner sent me an email invoice saying "Your work has been completed." I informed him that it was not completed and I explained my findings in a return email. He agreed to come and take a look at it. He arrived a few days later. I showed him the remaining damaged fascia board. He disagreed that there was any damage to it, at first poking it with his finger to create a hard woody sound. But when his finger hit soft damaged wood in the fascia board, he agreed that there was evidence of rot on part of it. We both got on ladders to view the top of the repair areas where I pointed out that the Ice & Water Shield was not applied properly. I asked him who the manufacturer was of this particular Ice and Water Shield. So I printed information from the manufacturer's website and showed him their installation guidelines. I then asked Garner to please complete this repair by replacing the damaged fascia board and replacing the improperly installed Ice and Water Shield with properly installed Ice and Water Shield. His response was "It's not going to happen." He argued with me for a few minutes. Then I told him I would take him to arbitration if I needed to. His response to that was "good luck trying to tell the arbitrator exactly when and how things happened." Mr. Garner left and I did not hear from him again until I made a formal complaint.
After their workers came and went, and after I made a formal complaint about their work, Garner Roofing suggested that I was trying to be somehow deceptive when I inserted simple corrections on the contract about roofing materials we had already discussed before the contract was written. Garner Roofing made statements about what transpired at my house, but they cannot possibly speak to this because the Garner Roofing person saying these things was never at my house when the work was being done. The company's workers did this job with no supervisor present. There was no one but me to watch what they were doing. It was only after I contacted the owner that this person from Garner Roofing came to my house to finally look at the job. When the repair job was being done, one worker was on top of the roof looking down through the opening they created in the roof and the other was standing on the porch below looking up through the opening as they examined it together and discussed what to do next. Both workers got a close look into the eaves, where they were inches away from the rotten fascia board in question and could easily see it in the bright sunshine of the day. What puzzles me most is that, after seeing this, the workers cut out and replaced all the wood above it, to the left of it, and to the right of it, but left the rotted section of fascia board in place. Then they just built new roofing on top of it and all around it. Why would any professional roofer do that? And even more, why would any "professional" roofer such as Garner Roofing argue that this is the right thing to do - particularly with my weather issue of wind-driven rain - which I made clear to them? Also, the water barrier underlayment was discussed several times with multiple Garner staff as the most important part of water protection for the roof. So I learned about the proper way to install it according to the manufacturer that Garner Roofing said they were going to use. In order to do it correctly according to the manufacturer they should have removed the gutter to allow the underlayment to be put into place behind the gutter and onto the fascia board. But rather than doing it this way, the Garner workers stopped above the fascia - providing it no water protection at all against wind-driven rain. This also allowed them to avoid the extra work of replacing the rotten fascia board.
The biggest reason why I chose Garner Roofing in the first place was that on their website they boast about the fact that they do whatever they can to meet the customer's needs by scheduling appointments for specific times so that the customer isn't inconvenienced by having to wait long blocks of open time for their arrival. So I tried to make it clear every time I spoke to someone about my schedule that I work long night shifts and therefore I needed to sleep from 9am to 5pm without interruption on certain days each week. So, unfortunately, things like the hammering outside my bedroom window, and the times for talking about the damaged roof area, had to be carefully planned. It was not until I took my complaint to the BBB that I learned about Garner Roofing having a problem with this. So if it troubled Garner Roofing so much, then why would they promise something on their website that they didn't want to deliver?!
After many many days of back and forth discussion via emails, Garner ultimately refused to make any corrections to the job or to even discuss it any further. He informed me that he and his attorney would seek legal action if I didn't pay the balance - which I did. Needless to say, I will never use Garner Roofing again, and I will be very vocal about my recommendations to family and friends to do the same.

For the record, once this repair was completed this customer reported he was happy with the work. In the weeks that followed job completion we had several extremely intense rains and the customer reported his leak was completely solved and it remains solved to this day. I will address his claims individually below if you read all the way through but the real reason he is manufacturing complaints in an attempt to harm our reputation is because we wouldn’t allow him to bully us into putting a new repair he wanted ahead of other customers on the wait list. He explained the new repair was an emergency involving squirrels which had chewed his soffit and gained access to his attic. He needed us to return as soon as possible to repair the hole. We perform repairs on a first come first serve basis in the order we receive them so we had other customers waiting with needs just as urgent. I told him if we could stop by at our convenience I could fit him in quickly. This new repair would take an hour or two and there was no need for anyone to be home. I was going out of my way to try to accommodate his emergency and offering to put him ahead of other customers if he would work with me on the timing. This was not good enough for him. He insisted on specific scheduling with advanced notice so it wouldn’t inconvenience him. Since I could not guarantee this under the circumstances I told him this was the best I could do. He became angry, condescending, and disrespectful.
As the owner of Garner Roofing and a human being, I try to make it as easy as possible for someone who is going out of their way to help me in a similar circumstance. I believe most people do the same. Not this customer. He made it harder with no regard.
Twenty days after the completion of the original repair he alleged the problems outlined in this review because I wouldn’t accommodate his schedule sufficiently. Again, this was after he reported he was happy with the work and his leak was solved. My visit to his property to inspect his claims two days later confirmed they were not legitimate. During this visit he practically sneered when he said “When you come back to correct these problems you can do my new repair” he added “and when you do you will notify me of the exact day and time you will be here in advance” to emphasize his perceived control. At this point it was clear he was manufacturing these complaints in an attempt manipulate me into giving him what he wanted with the new repair. I produced a copy of the contract and asked him to show me where we breached it. He could not. I told him we had performed our obligations under the contract and I was confident every aspect of the job would pass inspection by any qualified third party or authority.
Shortly after, he filed the complaint copied and pasted here with BBB. Once we provided BBB with the contract, detailed before and after photos of the work along with documentation from our manufacturer confirming we installed all products correctly they refused to publish the complaint. Thorough investigation confirmed his complaints had no merit.
I will address this customers false claims individually as follows:
CLAIM #1 - Garner did not remove all water-damaged areas of back porch roof”
GARNER RESPONSE - All aspects of this repair were discussed, scrutinized and confirmed in detail with this customer prior to the work commencing. We were contracted to perform a targeted repair to a small leaking area of his rear porch. The type-written contract was extremely specific with regards to the location of the repair area, labor tasks to be performed, the products used, and exactly what wood was to be replaced. The extremely small spot of discolored wood he is attempting to hold us responsible for was simply not in the repair area described on the contract. It was in a separate area behind a gutter. This customer should have had no reasonable expectation we would replace it. Normally, when occasional disagreements like this arise we do our best to work it out with the customer in the interest of good faith and customer service. Unfortunately, due to the way this customer conducted himself I felt no obligation or desire to do anything extra for him. We performed the contract to the letter and the customer confirmed the leak was fixed after several extremely heavy rains which occurred shortly after the repair was completed.
CLAIM #2 - They also did not follow manufacturer's guidelines for installing water proofing materials
GARNER RESPONSE – this is absolutely false. There are two approved ways to install ice and water shield. Method 1 which we used here is more suitable for targeted repairs where we are not tearing off the entire roof area. It places the ice and water shield under the drip edge at the eave edge. The alternative install method allows for the ice and water to be wrapped onto the fascia. Due to his claims we asked our manufacturer to review this repair. They have provided us a statement with diagrams confirming we installed the ice and water shield correctly in this case.
CLAIM #3- Garner Owner said, “good luck trying to tell the arbitrator exactly when and how things happened."
GARNER RESPONSE – This was never said. Completely false
CLAIM #4 – Supervisor was not present during repair work.
GARNER RESPONSE – The supervisor was the foreman of the two man repair crew who performed this work. He was there. His name is Harry.
CLAIM #5 Garner Roofing suggested that I was trying to be somehow deceptive when I inserted simple corrections on the contract.
GARNER RESPONSE – The customer added two handwritten notes to the contract which reference details from two conversations with two separate people at different times. We implied no deception about the hand written notes. We showed them to the BBB to illustrate how detail oriented this customer was in his quest to ensure the contract mirrored exactly what was discussed. Now he claims certain things that were discussed were not in the contract or performed. His notes served to prove this is unlikely to be true for any objective observer.
CLAIM #5 Garner boasts about scheduling appointments for specific times.
GARNER RESPONSE – We guarantee specific Estimate Appointment times. This is the initial consultation when we inspect your problem and provide a pricing proposal. We do not nor have we ever advertised specific appointment times for the actual repair work. Due to weather and other variables beyond our control we give you an approximate wait time when you sign your contract and then we notify you of your start date as your job approaches to top our wait queue.
In closing, I know we fulfilled our obligations with regard to this customer and the facts support this.
