    Caesar stone. Better resale value.

Anything but laminate will make a big difference even something like the least expensive cultural marble top you will be better off with.

Caesar stone. Just be prepared to maintain it properly as it can stain and scratch.

    Laminate won't stain or scratch

Are you keeping this home for the long term? Then get what you want for the vanity top. There are plenty of laminates that look terrific and are budget friendly. If you are planning to sell in the short term, than do what your market expects to see in a vanity top.

Denita has a good point. Keeping or selling?

Keeping, you may want to get a new vanity with all the bells and whistles. Selling? Maybe rip it out and put in a pedestal sink with the matching toilet.
